Cell is one of the only villains actually willing to show off his powers and train other evils down here.
He's made an arena just like the one he made on Earth, when he was alive. In this arena, he'll take on challenges, or teach those who ask how to use his techniques, so that maybe they'll be a little more challenging to him in future.
During his time here, Cell has become mad powerful, so expect to get owned if you fight him.
This is where you are able to learn new techniques.
You can learn one technique for every you have.
Each technique takes 20 posts in this thread to learn.
Some techniques have upgrades.
To upgrade a technique you must take 10 more posts here.
Also, to be able to upgrade in the first place, you must have 10s.
Once you have upgraded, you can either use the regular or upgraded form of it - you are not restricted to using the upgraded form only.

Descriptions
Substitute ki with energy if you're an android.
Masenko-Ha: A large amount of ki is gathered above the head, and then released forward with both hands. Ki used has a rapid charge rate.
Wolf Fang Fist: A wild attack of palm strikes, usually finishing with a powerful kick. The attacker somehow appears like a wolf when launching this attack, and races to their target with immense speeds. Therefore this attack is hard to escape, and you can usually only get hit or block... usually a mixture of the two.
Dodonpa Ray: Highly concentrated ki fired from one finger. This can pierce through its target and tends to also ignite anything flammable.
Super Volleyball Fist: Play volleyball with your opponent (they're the ball) by using the speed involved in the After Image technique. Very hard to escape once you're caught in this attack.
4-Arms Attack: Sacrifice a large portion of your ki to grow two arms out of your back. But if your ki gets too low, the arms will fade.
Split Form: Divide your ki evenly in to multiple copies of yourself. Your Power Level is evenly divided, but you gain tactical and strategic advantages.
Solar Flare: Requires sunlight. A blinding light bursts out all around you, blinding everyone but you for 2 posts. Only 1 use per battle.
Psychic Halt: Paralyze an opponent for 1 post so you can get in a few cheap hits. Can't be used for cheap kills, dismemberments, or thefts. Only 1 use per battle.
Ki Cannon: Scream, and an invisible force of ki is propelled forward from your body. Can be used to reverse a ki attack back at its user. This comes with a heavy price in that it uses so much ki.
Tri Beam: Requires 1 turn to gather life force (not ki). Life force is far more powerful than ki, making this insanely powerful. Automatically and instantly beats any non-life force non-10x power attack from any character of equal or lower Power Level. Cannot be used while at Weakened 50%. Using this forces you to Weakened 50%, and you lose the ability to use your Desperation Attack.
Destructo Disk: A razor-sharp disk of ki that can cut through almost anything. Regardless of your opponent's Power Level, they won't be able to block this... it'll just cut through them. Requires 1 turn of UNINTERRUPTED focus and a fair amount of ki to make a disk.
Spirit Ball Attack: A highly focused ball of ki that rises from the palm of your hand. You control this ball with your mind, directing it by moving the index and middle finger (together) of one hand around to focus you control. This attack does not explode on contact, but powers through what it hits like a fist, and can therefore be used for multiple hits until the ki you put in it runs out. Requires 1 turn charge.
Double Buster: A powerful blast of ki from each hand. These blasts will chase an opponent around together.
Eye-Laser: Your eyes glow for a split second, and then SURPRISE out come two beams of ki. The beams are focused, and therefore so is the damage.
Shockwave: Thrust your arm forward, releasing an invisible burst of ki at EXTREME SPEEDS. This ki does very little damage, but it's virtually undodgable to anyone who's already in its path. When it hits, it throws its victim way off their feet and back a good distance.
Using this consecutively leads to sudden ki exhaustion and tried arms. Best used in single shots at the right times.
Ring of Destruction: Gather some ki in your palm, and swing your arm around you in one swift motion. This will destroy the area around you in a perfect but hollow ring.
Ultimate Wave: Best used from above. Gather ki in to one hand, and fling your ki down at your enemy. Once this hits, it releases its power in a huge shockwave that tears across the ground. Requires 1 turn of charge due to the power of this attack.
Kakusandan: After 1 turn of charging ki, you fire a massive energy blast from each hand, and merge them together into a huge ball. You make the ball go up above your opponent(s), and then make it explode into a rain of as many or as few individual blasts as you'd like. All blasts in this rain of ki travel extremely fast and home in on their targets. Drains a massive portion of your ki, and can only be used once per battle.
Energy Field: Stop all attacks against you, while also blowing away anyone who's too close. One use per battle; only lasts during the post you activate it, before it becomes just a regular old ki barrier. You can also protect anyone who's close enough for you to reach out and touch, optionally. This uses a fair amount of energy, by the way.
Kamehameha: Gather ki in both hands, cupped at your side, while speaking the name of this attack. Thrust your hands at your target, and release the legendary wave. This is also pretty good at putting fires out.
Finger Ray: A simple but concentrated beam of ki fired from one or two fingers.
Mouth Cannon: A blast of ki from the mouth. Very surprising, but not particularly powerful unless you're transformed.
Telekinesis: Pick up inanimate objects... WITH YOUR MIND. You're frozen in place while using this, and it puts increasing strain on your mind the more objects you're controlling, and the heavier they are. But this can be very effective for overpowering some opponents.
Destructive Wave: Gather power for 2 turns, and then release it all from one arm in a MASSIVE wave. Your other hand must support the firing hand while you do this. Drains a large chunk of ki, but often worth it if you land the hit.
Hellzone Grenade: Redirect missed ki blasts at your opponent all at once to crush them. Cannot be distracted while using this, as mental focus is required.
Clothes Beam: Change your outfit at will. You can shoot beams at other characters to change their outfits. Just regular clothes are generated. You can also give yourself or other people basic weapons such as simple swords (they can come with their own sheathes, if you'd like) or staves, and harmless items such as hourglasses. With a post of charging, you can add weights to your clothes or somebody else's clothes, provided you deduct the correct zenie from what you're holding just to make it fair (see Pikkon's Dojo for prices). You also need to be at the correct star level to wear the weights yourself, though, even if they're not for you. Weighted Clothes Beams travel slowly and are therefore easily avoided, while also draining a fair chunk of ki, just in case you want to use one in battle to slow an opponent down.
Grow: Increase your size, and the bigger you get, the harder your physical attacks will hit! You can grow as much as you like, but the bigger you get, the bigger and easier a target you become, because your speed remains unchanged (so, swinging a huge arm will take it longer to travel the full distance, because it has further to swing than your normal sized arm did). You also drain more ki the bigger you grow, and every post you remain hugified your ki falls, too.
Saturday Crush: A huge ball of ki, which can be held in the path of an oncoming ki wave to hold it back. This is more effective than beam-struggling, but if you win, you still have to throw the ball for it to hit anything, unlike in beam struggles, where once you win your ki hits.
Double Sunday: A powerful beam of ki fired from both hands at once. Moves with extreme speed, so this is extremely difficult to get out of the way of. Basically, your opponent has to 'keep their eye on the birdie' if they want to even hope of escaping this attack.
Gallick Gun: Gather ki for one turn behind your back, and release it all in one insanely powerful wave of ki. This usually unleashes a large quantity of your ki, so it's best not to use it too often.
Flaming Headbutt: Surround yourself with ki, and dive into your opponent head-first. You can also dive directly in to ki blasts and waves, using your own ki-enhanced body for a beam struggle.
Instant Transmission: Instant Transmission will allow you to teleport to any character on the same planet as you (unless they're an android), or to a village or city on the same planet (unless they have too low a population).
Using Instant Transmission in battle takes 1 turn to focus before you flicker out and disappear. You will re-appear beside an opponent or ally. Note that this consumes a lot of ki/energy, so don't use this too much.
If you do not have the 'Ki Sensing' ability, you must take 1 extra turn to be able to sense any ki signals to teleport to, and then take another turn for teleportation, totalling 2 turns.
Upgrade Descriptions
Wolf Wind Attack: An even faster and deadlier version of the Wolf Fang Fist. If used right, you can finish the battle with just this attack by totally kicking your opponent's ass. But that would require every single hit to land near perfectly, so it's a pretty tough challenge. On the other hand, this leaves your feet open for attack for a long time while you execute the attack, so it has a very high offensive power in exchange for sacrificing defensive power. Requires a 1 turn charge to focus your ki, and has one use per battle.
8-Arms Attack: Grow 6 arms out of your back! Requires 1 turn to gather all the ki... and you need a lot of it. So make sure this is worth it.
Dodonpa Wave: A full-size wave fired from one hand, with all the focus of a finger ray combined with all the power of a wave. Plus, it has a homing effect. 1 turn charge for this devastating attack, and requires a huge portion of ki to pull it off.
Super Masenko: Huge amounts of ki are pooled over head, and then unleashed forward with both hands. Ki can be gathered so quickly that this attack can even be used to do major damage to opponents who have power levels way beyond your own. Of course, pouring so much ki out like that isn't good for your stamina. You won't get many shots at this, but they'll all be POWERFUL. Make them count.
Explosion: Spend 2 turns gathering ki, and then release it in a huge explosion around your entire body throughout the area. You only get one shot at this, because, you can imagine this eats up one hell of a huge chunk of your ki.
Explosive Eye-Laser: Triggers an explosion where the eye-lasers hit. If you sweep your eye lasers across an area, a trail of explosions are produced. Unfortunately, the more explosions you make, the more energy is required; it's pretty draining.
Neo Tri Beam: Requires 2 turns to gather life force. Automatically beats ALL non-10x Power attacks. Instant fatality to anyone of equal or lower your Power Level to anyone caught by this. So just think for a second how powerful this is! Cannot be used while at Weakened 50%. This will knock you out and put you inches from your death. You will need to be healed or given a senzu bean, or else you're just not going to wake up... ever.
Super Kamehameha: Same as the regular Kamehameha, but with at least 1 turn of charge to deliver a lot more power. As a random note, a Super Kamehameha is powerful enough to be used to escape the gravitational pull of a star.
Eraser Cannon: Requires one turn of charge. This is an absolutely insane wave of ki that bursts out from the mouth to tear down and 'erase' all in its path. Has a high ki consumption, so don't use it too much.
Light Grenade: Gather ki in two hands to form an orb just in front of your chest, and then thrust it forward as a massive ball of ki. Only requires 1 turn of charge, making this more practical than the Destructive Wave, even though less powerful due to less ki put in to it. However, with 2 posts of charge to bring up to the Destructive Wave's leve, this attack can be even more effective than the Destructive Wave, due to how all the ki is concentrated in to a single orb. You can imagine the power of an explosion something that concentrated can cause. It'll be devastating.
Death Beam: Heavily focused beam of ki fired from just one finger. This is very piercing, but can be stopped by a strong enough force of ki.
Special Beam Cannon: Spend 2 UNINTERRUPTED turns gathering and focusing ki in to two fingers at your forehead. Point at your target, and release the ki in a spiraling beam that can drill through anything and anyone, no matter their Power Level. One use per battle.
Kienzan Disk: A Destructo Disk... but with a difference... IT CHASES YOUR VICTIM EVERYWHERE THEY GO!!! Just make sure you don't get sliced up by your own attack, because you're rooted in place unable to use other techniques, and if you do move or use another technique, your disk becomes a regular non-homing disk.
Universal Transmission: This allows you to teleport to other planets by focusing on the ki signals of other characters or the collective ki signals of cities and villages far far away. You can even get the the Kai World or Demon World using this technique!
Doing this takes 2 uninterrupted posts, however, so using this in battle is pretty difficult. Not only that, but it eats up a major chunk of ki/energy, so you probably won't have enough to use this anyway if you've been fighting for a while.

Special Beam Cannon: Spend 2 UNINTERRUPTED turns gathering and focusing ki in to two fingers at your forehead. Point at your target, and release the ki in a spiraling beam that can drill through anything and anyone, no matter their Power Level. One use per battle.
Kienzan Disk: A Destructo Disk... but with a difference... IT CHASES YOUR VICTIM EVERYWHERE THEY GO!!! Just make sure you don't get sliced up by your own attack, because you're rooted in place unable to use other techniques, and if you do move or use another technique, your disk becomes a regular non-homing disk.
Universal Transmission: This allows you to teleport to other planets by focusing on the ki signals of other characters or the collective ki signals of cities and villages far far away. You can even get the the Kai World or Demon World using this technique!
Doing this takes 2 uninterrupted posts, however, so using this in battle is pretty difficult. Not only that, but it eats up a major chunk of ki/energy, so you probably won't have enough to use this anyway if you've been fighting for a while.
