The first one is pretty small and doesn't have many members. It is, in fact, the main reason I'm making this post. Things haven't really got going there yet, so if you plan on joining then do so asap. It's not a bad place. Most of the people who are active there are alright to chat with and their RPing skills aren't horrible. Some of them are quite good, in fact.
defoazuraith.proboards.com/index.cgi - This is the first one and the above stated RP.
The second FE RP is a bit larger in terms of active members and activity has actually increased since I joined because they just finished a time skip and every started with a clean slate. If you want in on this new 'round' as some call it, I advise you join early one lest ye be left behind.
wayofdawarrior.proboards.com/index.cgi - The second one.
A word about both - They've affiliated with each other, which is why I found them both so easily. I'm a mod on the first site and I have a good reputation on the second site because the neighborhood n00b killer gave me props on my character application. I guess I got some kudos for that. In any case, I'd recommend both of these sites if you like Fire Emblem. The second one is set in a Canon FE world. I believe it's the same one that encompassed the two games known as The Blazing Sword and The Sword of Seals. The first RP has its own Original Storyline that has just begun.
The plotlines are actually influenced by te players actions unlike some sites where a plot is set in stone and plays out no matter what the players do. Sort of like 'railroading' if you've ever had a GM or DM in a tabletop Roleplaying game do that sort of thing to you. In any case, both of these RPs don't do that.
Note:
While both sites do make use of stat systems that come from FE games, they are very loosely based and don't determine everything there is to a battle or RPing in general. They just give you an overall idea of your abilities.
