This is for people who want a more clear picture of what they're capable of in battle. Or when things come in to dispute, you can refer to here to settle things.
First off, when comparing your opponent's Power Level to your own, just divide the stronger fighter's Power Level by the weaker fighter's Power Level.
Then compare the number you get to the scale below.
The number has to be equal or greater to actually give the stronger fighter the full effects of any point on the scale. So getting a 1.09 does not give the stronger fighter the full effects of the 1.1 level. They'll still, to an extent, be considered at 1.0, but have a slight edge is all.
You get it?
All right, now here's the scale.
1.0: Evenly Matched
You and your opponent will trade blow for blow and dodge for dodge.
The only way to win this kind of fight will often be to use your head and strategically make use of your techniques.
However, racial advantages will play a big part, too, in fact if you use your racial advantages right you can turn an entire battle in your favor.
Getting hit full force by someone will hurt you, but it won't cause any permanent damage unless you get hit repeatedly in weak areas and your body isn't given time to recover from the attacks.
1.1: Slight Advantage
So you're only 1.1x stronger than your opponent. You overall are better and stronger, but an opponent weaker than you can still outclass you easily if you're not careful. Don't expect to fire a half assed ki attack and expect to win against a real ki attack, either. Also, a weaker opponent can still take advantage of his or her race advantages against you. Don't think you can just outclass your opponent, you still need to rely on your wits to do so.
To the weaker fighter: Getting hit full force by someone this much stronger than you will cause a little more damage but once again, nothing permanent unless you're repeatedly hit in weak areas.
1.2: In Your Favor
Alright, so now things start to really matter. You can cancel out your opponent's race advantage against yourself (basically meaning your opponent's racial advantage is on par with your power level). Your attacks start doing noticeably more damage. If you beam struggle with attacks at the same level, you will win, no doubt, and you can let your opponent feel the full force of your attacks, unlike the previous level. Don't expect to overpower techniques that are naturally stronger than yours though, but at least you can greatly weaken them.
To the weaker fighter: Getting hit full force by someone this much stronger than you will hurt like hell, and permanent damage will be caused to you instantly if you're hit in a weak area. In fact taking too many hits even in a tougher part of your body, like the arms, will cause permanent damage to you anyway.
1.3: Ownage
If you've watched DBZ, think of kaioken x3 Goku vs Vegeta and Vegeta vs Cui. In each of these battles, the winning opponent was roughly 30% stronger than their opponent, and you can see that they thoroughly owned their opponents. You can overpower opponents in beam struggles extremely easily. You move too fast for your opponent, and your hits will hurt them really, really bad. Although, you're not quite strong enough to just take their attacks and have nothing happen to you though, so don't get too cocky. Even basic physical attacks that connect will hurt you, and don't get hit by a powerful ki attack either (though in most cases you can easily dodge it). You can actually end battles in a few turns if you don't feel like joking around.
To the weaker fighter: Getting hit full force by someone this much stronger than you will hurt like hell, and you can expect to suffer permanent damage in the areas you're hit. Getting a direct and full-force in a critical area (like the throat) could bring you to the brink of death.
1.5: Unstoppable
At this point, you might as well consider losing an impossibility. You can take physical attacks without flinching, and most ki attacks will do absolutely nothing to you.
Beware, though, that if your opponent brings out one of their best attacks, and supercharges it, you could be in for a big surprise, so don't leave someone on the sidelines to charge up a big technique, because someone else could get you in a full nelson and force you to take the hit from that supercharged technique.
To the weaker fighter: Getting hit full force by someone of this strength is enough to cause permanent injury to where you're hit, even if it's a block.
2.0: Invincible
You're invincible to your opponent.
You can even smash away attacks that supposedly ignore Power Level, such as the Special Beam Cannon. These attacks only disregard your Power Level if you take the hit.
Note: To catch a Destructo Disk, you have to do it by its flat point.
Watch Cell v SSJ2 Gohan and you'll see how he caught 2 Destructo Disks by placing his fists to the flat sides and used his ki to hold them in place in a sort of levitated manner.
That's the only quirk to being 200% stronger. When it comes to attack and dealing damage, still consider yourself 1.5x stronger.
20.0: One-Shot Power
Generally you'll only get to this level against Weakened Saibamen or characters who over-abuse Kaioken. You can take them down in one near-unavoidable hit. Hell, they'll probably die from the attack even if you didn't mean to kill them.
About Weakened
You won't be able to take advantage of your special abilities (such as After Image etcetera), with exception to Combos (but only 2 or 3 hits per post), Desperations (but remember while using it you get everything back for a moment), Ki Sensing, Skydancing, and Ki Control/Telepathy.
Racial advantages no longer matter... at all.
A saiyan will take the full force of any hit... a changeling just won't be able to use that same overpowering strength they once had... a namekian just doesn't have the skills anymore... etcetera.
You can barely dodge anything, except in a half-assed manner.
Your attacks are clumsy and lack the proper kick behind them should they actually hit.
Charging for anything is impossible without immediately KOing yourself. You may charge for desperation techniques, if and only if the technique description forces you to!
Non-Weakened Fighters: You can't just somehow walk up to your opponent and insta-kill them in this state. You'll probably be at x2.0 their power, which you'll find doesn't give you that special privilege.
So don't go kicking anybody in the head until then and expect it to just go flying off.
Quick Stamina Guide
-Basically, everyone has the same stamina, except humans, Majin/Mystic, and dead characters.
-Any action or technique will deplete stamina.
-The more exerting a physical action or the more fantastic a ki action the more stamina is lost.
-Techniques with special mention of ki usage or mention of 'high power quickly' will deplete stamina more rapidly.
-Being in your base form gives you maximum stamina.
-By being 'transformed' in any way your stamina falls a little extra during each turn you don't rest.
-Wearing weights will use up stamina at an accelerated rate, especially if you're super-weighted.
-'Supressing' your power level (a skill gained when you can sense ki) to make your attacks weaker will spare your stamina (so at 60% you can last twice as long as at 120%)... though you'll do less damage, slow down, become less skilled, and get hurt more easily... because, well, your Power Level is nerfed.
