Boosts on 9k, 10k, and 11k. Hitting 10k gives an instant rise to 11k, giving two boosts at once.

For mystic/majin mutants:
I say we have them start over, choosing one or two stats to boost and one stat to weaken, but they start with 134% (or probably lower) in all stats automatically. They also get another boost for every 1000 posts they have above the required 12500 when they become mystic/majin. They'd get about 80% more than before with each boost meaning 120% per boost.
... Wow.
Also, Zhyne brought up a good point. Androids and Namekians and Changelings have forms that don't drain much or any ki, but they don't have major defects. So long as a mutant doesn't boost their Ki Capacity, they should have a similar average boost to the mains' transes, and if they do boost their Capacity, they'll be taking away from their total average anyway, so it evens out.

Okay, there... that's the last fix, I think...
From after 11k as main characters they'll have transformations every 1000 posts like everyone else, but they'll be slightly nerfed below 10%, because they'll get a minor intermediate stat boost at each half-way marker between transformations. Main mutants can also use desperations.
